Board of Registered Nursing Enforcement & Intervention Program
The Board of Registered Nursing (BRN) has the primary responsibility of licensing and regulating registered nurses in California. The BRN's responsibilities come from the Nursing Practice Act, which is composed of California statutes that give the BRN, among other functions, the authority to investigate complaints and take disciplinary action against registered nurses. These investigation and disciplinary functions are handled by the Board's Enforcement Program. The Intervention Program is a voluntary and confidential monitoring program for RNs whose competency may be impaired by substance use disorder or mental illness. The Program protects the public by providing RNs access to effective treatment services, monitoring their recovery through an individualized plan, and returning them to safe practice. Shannon Johnson is the BRN Deputy Chief of Enforcement responsible for the Boards Discipline, Probation and Intervention Units. She previously served the Board as the Deputy Chief of Enforcement responsible for the Board’s Complaint Intake and Investigation Programs. Prior to these positions, she held the position of Discipline Manager and was also a Probation Monitor. Her staff process over 1,000 disciplinary cases a year, working closely with the Attorney General’s Office and monitor over 1,400 probationers. Her Intervention Staff work closely with Maximus, to provide a confidential, alternative to discipline program, known as the Intervention Program. Shannon has a Bachelor’s Degree in Business with a focus on Management and currently has over 24 years in management, with the last 9 being at the BRN. Joseph Pacheco is the BRN Deputy Chief of Enforcement responsible for the Board’s Complaint Intake and Investigation Programs, and previously served the Board as the Northern California Supervising Special Investigator. Joe’s team is responsible for nearly 9,000 applicant and licensee complaints and over 1000 field investigations annually. He has 23 years’ experience in medical-legal roles within California state government. Joe has a Bachelor of Science in Criminal Justice Administration from California State University, East Bay. |
